The catalyst grind for Skyburners Oath is one of the more tedious ones in the game (Not including seasonal-specific ones like Ruinous Effigy), requiring 1000 Cabal Kills in order to complete it. With the introduction of new catalysts, I figured I'd finish some of the catalysts I haven't gotten around to, which meant farming 1K cabal kills. Other commenters have pointed out that any weapon that applies a burn or damage over time effect (Osteo Striga, Le Monarque, Prometheus Lens, Thorn, Skyburner's Oath) will work for this build. Stats: 10 Recovery, 10 Discipline, Resilience high as you can.
